Rose is the Administrator of the Rural Municipality of Wolseley No. 155 in Wolseley, Saskatchewan.
Rose holds a Bachelor of Science Degree from the University of Regina. Her Administrative carreer began in 2002 as the Assistant Administrator training for the position of Administrator which she began in 2003. In 2005 she received her Rural Class "A" and in 2011 she received her Rural Class Superior "A".
Rose and her husband Barry have a blended family of four grown children and five grandchildren. In her spare time she enjoys camping, fishing, golfing, and spending time with family and friends. Rose is an active member of the Wolseley Curling Club and the Wolseley & District Lions Club!
Sheila grew up on a mixed farm south of Kisbey, Saskatchewan. She attended Lampman School from K-12 in Lampman, Saskatchewan.
Sheila started her training at the R.M. of Tullymet No. 216, with the office located between Ituna and Balcarres, in 2005. After receiving her Rural Class "C" Certificate, she was hired as the Administrator of the R.M. of Tullymet No. 216 in November 2006 upon the retirement of the previous administrator. In May 2010, Sheila received her Rural Class "A" Certificate.
Sheila and her husband Travis farm south of Ituna. They have two grown daughters, Shannara and Sharlize, both living within an hour of their farm. Between work and the RMAA Board, Sheila keeps busy with farming and family, In her spare time, Sheila enjoys working in her yard in the summer, and vacationing to warm places in the winter.
Sheila was elected to the Board in 2013 as Director for Division 1, elected as Vice President in 2020 and President in 2024.
Michelle Buechler is the Administrator for the R.M. of Paynton No. 470 located in Paynton, Saskatchewan.
Michelle began her municipal career as an office clerk for the Town of Kerrobert for 3 years. After staying home to raise her children she re-entered the municipal field and worked casual as the office assistant for the Village of Dodsland and the R.M. of Winslow No. 319 in Dodsland, Sask.
She took the LGA course and received her Rural Class "C" Certificate in 2004. After exploring other career options Michelle re-entered the municipal field in 2005 as the Assistant Administrator for the R.M. of Marriott No. 317 and the R.M. of Pleasant Valley No. 288 in Rosetown, Sask. In 2007 she became the Administrator for these two municipalities and held that position till July, 2015. She obtained her Rural Class "A" Certificate in 2009.
After moving to Sherwood Park, Alberta in July 2015, she took a position with Enbridge Pipelines in the Property Tax department as a Tax Analyst on March 1, 2016 and held that position until December 31, 2016 when she decided to return to rural Saskatchewan. She accepted the position as Administrator for the R.M. of Paynton No. 470 on January 1, 2017. Michelle was elected to the RMAA Board as Division 6 Director in 2017 and Vice President in 2024.
She has two grown sons Jesse and Cody who reside in Dodsland, Sask.
Amanda is the Administrator for the R.M. of Golden West No. 95 and the Village of Creelman.
After years of being a stay-at-home mom, she entered the workforce part-time at the Town of Stoughton in 2012. In 2019 she took the position of Assistant Administrator with the R.M. of Golden West No. 95. She became the Administrator of the R.M. in 2021, and in 2022 started working for the Village of Creelman as the Administrator as well. She holds her Urban Standard Certificate and in 2023 earned a Rural Class ‘A’ certificate.
Amanda grew up in Regina, and has lived in the Town of Stoughton since 2011. She has three children, two of which have graduated and live in Regina while attending university, and one still in high school. A busy mom, she has served on many boards, mainly related to the sports and activities her children were involved in. She enjoys spending time with her family and friends, camping, cooking and reading.
Amanda was elected to the RMAA board in May of 2024.
Carol is the Administrator with the R.M. of Baildon No. 131, located in Moose Jaw in the Regional Municipal Plaza where 5 RM's, 3 Resort Villages and 1 Village all have their offices.
She started her career with the R.M. of Pense in 1992 as the Assistant Administrator. She obtained her LGA course in May 1993 from the University of Regina, and received her Rural Class "C" and Urban Class "C" in 1995. In 1995 she took a full time Administrator position with the Town of Pense, following the retirement of the previous Administrator. Following her family move from Pense to Moose Jaw she held various Administrative positions and when the opportunity came up to return to a RM Administrator position in July 2016, she took it, in the R.M. of Baildon No. 131.
Carol grew up in Moose Jaw and Shaunavon where she met her husband. They farmed in the Pense area, raising their three sons there. As is in any small towns they were busy volunteering on various boards and committees.
She enjoys spending time with her sons their families and especially her five granddaughters and three grandsons. She also enjoys camping, yardwork and generally being outside as well as travelling in the winter.
In November 2013, Raylene received her Rural Class "A" Certificate and her Urban Standard Certificate. She served as the administrator in Webb at the R.M. and Village for twelve years and now is at the R.M. of Enterprise No. 142 in Richmound. Raylene calls Fox Valley home with her husband Sean, son Callum and step children Tenley and Jace. When not running with hockey or ball Raylene enjoys maintaining the house, home and yard and volunteering in the community.
Raylene contributes to the southwest by sitting on the Community Futures Board of Directors and is an advocate for the Canadian Mental Health Association - Swift Current Branch.
She was elected to the RMAA Board of Directors in May of 2020.
Kelly was raised in Canmore, AB and moved to a farm near Pelly in 1992. She started her career with the R.M. of St. Philips No. 301 and the Village of Pelly in 2003. She achieved her LGA in September 2007 when she received her Rural Class “C” and Urban Standard certificates.
She changed offices in 2009 to the R.M. of Clayton No. 333 and obtained her Rural Class “A” in 2012. In 2019 Kelly move next door to the R.M. of Livingston No. 331.
Kelly loves Saskatchewan and the rural way of life, living on an acreage with her dog, Koda. She volunteers for Prairie Women on Snowmobiles as the last executive to keep the Comfort Quilt program going, as well as works with the Cancer Foundation of Saskatchewan raising money for the Breast Screening Program. Koda and Kelly are also a Therapy Dog Team and can be found at hospitals and senior facilities as well as Physio Therapy sessions around the area.
When not working or volunteering Kelly is exploring the province and many other places on her motorcycle, snowmobile or car.
Doran began training for a career in municipal administration in 2001 at the R.M. of Blucher No. 343 and the Village of Bradwell. Since then, he has served as Administrator in the R.M. of South Qu’Appelle No. 157, the R.M. of Edenwold No. 158, and finds himself right back where he started as he has been the C.A.O. of the RM of Blucher and the Village of Bradwell since 2008.
Doran is proud to say that he is a third generation Rural Municipal Administrator following in the footsteps of his Step-Father and Step-Grandfather. He obtained his Superior ‘A’ certificate in May of 2022 and continues to seek learning and growth opportunities both personally and professionally.
Doran has had the privilege of serving on the RMAA Executive Board since he was elected as Director for Division 5 in 2018 and has counted this experience among the most fulfilling of his life. He looks forward to continuing to serve the RMAA membership as we move forward.
Becky is the Administrator of the R.M. of Turtle River No. 469 since January 2019. Her career within local government began there in 2015. She completed her LGA Rural Class “C” in January of 2018 from the U of R while participating in the MAIP program. In November 2023, Becky received her Rural Class “A” certificate. Becky has also graduated from the MLDP in March of 2019 as well as numerous other continuing education certifications.
Becky grew up on an acreage near Vawn and after graduating from H. Hardcastle School in Edam moved to SE Indiana for 12 years prior to moving back to Saskatchewan in 2013 with her three kids. Her and her kids are very active in the athletic and outdoor world as well as volunteering on many community boards.
Becky enjoys hunting and fishing with her family and is happiest when being able to enjoy the outdoors and supporting her community. Whether it be gardening, walking, watching a ball or hockey game or supporting an event put on by the community, you are sure to find her out lending a hand.
Guy Lagrandeur was the Administrator for the R.M. of Redburn No. 130 and the C.A.O. for the Town of Rouleau.
Born in Sturgeon Falls, Ontario and raised in Aylmer, Ontario Guy moved to Saskatchewan in 2001.
He received his LGA Certificate in June of 2004. In 2007 Guy trained at the R.M. of Excelsior No. 166. Before completing his training Guy accepted the position of Administrator in the R.M. of Redburn and the Town of Rouleau in November of 2007. He received his Rural "C" Certificate in January of 2008 and his Urban "C" Certificate in January of 2012.
Guy lives in Wilcox and has a son Wayde. Guy loves to golf, read and travel.
Ray Orb is currently the Reeve of the RM of Cupar No. 218. Ray and his wife, Val, operate a mixed farm in the Cupar area and have raised three children, Chelsey, Jocelyn and Jerod.
Ray grew up in the Wheatwyn District of Markinch, SK and completed his education at Robert Southey School. Elected as agricultural councilor for the RM of Cupar No. 218, he was elected as municipal councilor in 1985, and then as Reeve in 1995.
He served for several years as both a Director and President of the Regina District Association of Rural Municipalities, an association which has a membership of over 50 rural municipalities.
In 2004, Ray was elected as SARM Director of Division 2 and was elected Vice-President of SARM at the 2010 Annual Convention.
Ray represents SARM on the following committees: Audit Committee, Board of Examiners, Canada Grains Council, East Central Transportation Planning Committee (alternate), Federation of Canadian Municipalities, Gas Tax Partnership Program, Municipal Employees Pension Plan, Municipal Forum, Municipal Sector Strategic Plan, New Gas Tax Program, Potash Tax Sharing Admin Board, Resource & Economic Development Committee, SARM Ag Committee, Staff Relations Committee, Task Force on Policing and the Administration of Justice, TransCanada Trail Advisory Committee and the Western Canada Municipal Organization (WCMO)
