Jill Palichuk is the Administrator for the RM of St. Andrews No. 287 and the Town of Zealandia, with her municipal office located in Rosetown.
In addition to holding her Local Government Administration (LGA) Certificate, Jill earned a Bachelor of Communication Studies degree from Athabasca University, as well as both Level I and Level II National Advanced Certificates in Local Authority Administration through the University of Alberta.
Jill began her municipal career with the RM of Buckland No. 491, where she obtained her Rural “C” Certification through the Municipal Administrator Internship Program (MAIP) in 2012. She went on to achieve her Rural “A” Certificate in 2016 and attained the designation of Rural Superior “A” in 2025.
Jill and her husband, Broc, reside in Rosetown and remain actively involved in her family’s farming operation located south of Wiseton. Outside of her professional role, Jill enjoys travelling, and spending time at the farm working with cattle. Having married into a devoted Edmonton Oilers family, she quickly became an avid fan herself, and her & Broc try to catch as many home games as possible in the winter months. During the summer when time permits they also enjoy attending horse races and cheering on the thoroughbreds.
Sheila grew up on a mixed farm south of Kisbey, Saskatchewan. She attended Lampman School from K-12 in Lampman, Saskatchewan.
Sheila started her training at the R.M. of Tullymet No. 216, with the office located between Ituna and Balcarres, in 2005. After receiving her Rural Class "C" Certificate, she was hired as the Administrator of the R.M. of Tullymet No. 216 in November 2006 upon the retirement of the previous administrator. In May 2010, Sheila received her Rural Class "A" Certificate.
Sheila and her husband Travis farm south of Ituna. They have two grown daughters, Shannara and Sharlize, both living within an hour of their farm. Between work and the RMAA Board, Sheila keeps busy with farming and family, In her spare time, Sheila enjoys working in her yard in the summer, and vacationing to warm places in the winter.
Sheila was elected to the Board in 2013 as Director for Division 1, elected as Vice President in 2020 and President in 2024.
Michelle Buechler is the Administrator for the R.M. of Paynton No. 470 located in Paynton, Saskatchewan.
Michelle began her municipal career as an office clerk for the Town of Kerrobert for 3 years. After staying home to raise her children she re-entered the municipal field and worked casual as the office assistant for the Village of Dodsland and the R.M. of Winslow No. 319 in Dodsland, Sask.
She took the LGA course and received her Rural Class "C" Certificate in 2004. After exploring other career options Michelle re-entered the municipal field in 2005 as the Assistant Administrator for the R.M. of Marriott No. 317 and the R.M. of Pleasant Valley No. 288 in Rosetown, Sask. In 2007 she became the Administrator for these two municipalities and held that position till July, 2015. She obtained her Rural Class "A" Certificate in 2009.
After moving to Sherwood Park, Alberta in July 2015, she took a position with Enbridge Pipelines in the Property Tax department as a Tax Analyst on March 1, 2016 and held that position until December 31, 2016 when she decided to return to rural Saskatchewan. She accepted the position as Administrator for the R.M. of Paynton No. 470 on January 1, 2017. Michelle was elected to the RMAA Board as Division 6 Director in 2017 and Vice President in 2024.
She has two grown sons Jesse and Cody who reside in Dodsland, Sask.
Amanda is the Administrator for the R.M. of Golden West No. 95 and the Village of Creelman.
After years of being a stay-at-home mom, she entered the workforce part-time at the Town of Stoughton in 2012. In 2019 she took the position of Assistant Administrator with the R.M. of Golden West No. 95. She became the Administrator of the R.M. in 2021, and in 2022 started working for the Village of Creelman as the Administrator as well. She holds her Urban Standard Certificate and in 2023 earned a Rural Class ‘A’ certificate.
Amanda grew up in Regina, and has lived in the Town of Stoughton since 2011. She has three children, two of which have graduated and live in Regina while attending university, and one still in high school. A busy mom, she has served on many boards, mainly related to the sports and activities her children were involved in. She enjoys spending time with her family and friends, camping, cooking and reading.
Amanda was elected to the RMAA board in May of 2024.
Jan grew up on a farm near Elrose, SK. She attended the University of Saskatchewan where she obtained a Bachelor of Commerce degree, majoring in accounting. While at post-secondary, she met her now husband, Austin. In 2021, she moved to his family mixed farm near Bengough, SK.
Jan was hired by the R.M. of Excel No. 71 in December, 2020 to train part-time as administrator until finishing her degree that following spring. She was able to do both thanks to Covid-19 moving her final year of university online. She received her Rural Class “A” Certificate on November 19, 2024.
Jan’s life has always revolved around sports. She plays hockey and fastball in Regina, volleyball in Limerick, and coaches multiple sports at the Bengough School. When at home, she spends her time with her horses, pigs, and other animals, or helps with the family grain and cattle operations. Jan and Austin had their first child in October of 2025!
Jan was elected to the board for Director of Division 2 in May of 2025.
Tammy started her municipal government career with the City of Swift Current, fulfilling several different positions in the Finance Department over 17 years. In 2007 she moved from urban over to rural, working part time as an assistant administrator for the R.M. of Coulee No. 136; 2009 Administrator at the R.M. of Chaplin No. 164, and in 2017 went back to her home municipality, the R.M. of Coulee No. 136.
Tammy grew up on a mixed farm beside Highfield Dam Reservoir in the R.M. of Coulee No. 136.
Tammy and her husband Jeff have three grown children, two live and work in Swift Current (Ag Research Technician and Hairdresser) and one playing his last year of Junior A hockey. With having very active children, Tammy has served on many different boards over the years mainly relating to their sports and activities. She enjoys helping/spending time with her family and friends, working with horses and cattle, yardwork/landscaping and reading.
Tammy was acclaimed to the RMAA Board of Directors in 2026.
Jaime is the Administrator for the R.M. of Connaught No. 457 and the Village of Ridgedale.
After years of being in the general administration world, Jaime began her municipal administration career with the R.M. of Tisdale No. 427 and R.M. of Connaught No. 457 as the joint assistant. There she finished her LGA classes and received her "C" Certificate. In 2018, Jaime accepted the position of Administrator for the R.M. of Connaught No. 457 and the Village of Ridgedale. Since then, she has earned her "A" Certificate and Urban Standard Certificate.
Jaime and her husband have been married for 24 years and have 2 grown children and 2 grandchildren. When not at work, she likes to spend time with family, fish, golf and travel.
Jaime was elected to the RMAA board in May of 2025.
Trent Sim is the administrator for the RM of Rudy No. 284 around and about the Town of Outlook. That area has had irrigation for decades but it is undergoing a rapid expansion and that keeps the day-to-day of the RM Office there very interesting. His wife runs her own busy Physiotherapy clinic in Outlook between golf games. His daughter is a vet, and his son is a teacher so they know everything, in case he needs someone to ask.
Trent doesn't have cows anymore, but sometimes folks let him help sort heifers because he still thinks he's good at it. Otherwise, you can find him on the fundraising committee for the Outlook-Rudy Fire Hall, attending the local Theatre group presentations, or hiding at the cabin at the lake.
Trent was acclaimed to the RMAA Board of Directors in 2025.
Joanne is the CAO for the Rural Municipality of Manitou Lake No. 442 in Marsden, Saskatchewan. Her certifications include: NAIT - Business Administration Diploma. U of Regina - Local Government Administration Certificate. PEMAC - Certified Asset Management Professional. U of Alberta - National Advanced Certificate in Local Authority Administration Levels 1 & 2. IPWEA - Professional Certificates in Asset Management Planning and Infrastructure Financial Management. Chair - Asset Management Saskatchewan.
Joanne became a Director for the RMAA in Division 6 as of May 2025.
Guy Lagrandeur was the Administrator for the R.M. of Redburn No. 130 and the C.A.O. for the Town of Rouleau.
Born in Sturgeon Falls, Ontario and raised in Aylmer, Ontario, Guy moved to Saskatchewan in 2001.
He received his LGA Certificate in June of 2004. In 2007 Guy trained at the R.M. of Excelsior No. 166. Before completing his training Guy accepted the position of Administrator in the R.M. of Redburn and the Town of Rouleau in November of 2007. He received his Rural "C" Certificate in January of 2008 and his Urban "C" Certificate in January of 2012.
Guy lives in Wilcox and has a son Wayde. Guy loves to golf, read and travel.
Bill was first elected to council of the R.M. of Lipton No. 217 in 2011. Over the years he has served on several committees on behalf of the R.M. and in 2016 he was elected to the SARM Board.
Bill and his wife Jan have farmed in the Lipton district for many years raising purebred livestock and growing mainly cereals and oilseeds. They have three sons, one daughter, and nine grandchildren who keep them busy attending all of the sporting events in which they are involved. Bill and Jan are members of the Lipton Evangelical Missionary Church in Lipton. Bill has served on numerous boards and committees over the years including the Lipton School Board of Trustees, Lipton Lions Club, Lipton Curling Club, Lipton Memorial Rink as Treasurer, Saskatchewan Stock Growers Association (SSGA) as President for two years, Saskatchewan and Canada Shorthorn Associations, Saskatchewan Cattle Breeders Association, Regina Bull Sale Committee, Saskatchewan Livestock Export Inc., Saskatchewan Beef Cattle Performance Association, Horned Cattle Purchases Act and Canadian Western Agribition board member. He was an appointed director from the SSGA to the Saskatchewan Cattlemen’s Association (SCA) Board of Directors. Bill also served as President of Terminal 22 1998 Inc for five and a half years and was President of ITAC (Inland Terminal Association of Canada).
He has volunteered countless hours of time announcing local area events for rodeos, team penning, 4-H Achievement Days, and has judged multiple livestock shows across Canada and the United States.
